Skills : Bachelor of Science Degree; Engineering preferred. Formal training in quality assurance disciplines such as quality planning, quality management and quality audits. Good written and verbal English language communication skills with the ability to communicate effectively at all levels of the participating organizations. Good interpersonal skills with demonstrated successful experience working in multicultural team environment. Good organizational skills and demonstrated ability to achieve project objectives Minimum of ten (10) years experience in quality assurance and quality control in the engineering, procurement and construction of process plant projects. Significant additional relevant work experience may be substituted for formal education requirement. Working knowledge of specifications and standards used for the process industry. International work experience with Middle East and Qatar experience preferred.

Job Description

Plans, organizes and supervises all site QA/QC activities, including EPC contractor QA/QC co-ordination, site QA/QC surveillance, and site QA audits. Ensures all construction activities are performed in accordance with approved plans and procedures and completed plant facilities are fit for purpose. 
Plans, organises and leads the day-to-day activities of a multi-discipline site PMT QA/QC Inspection Team. Construction QA/QC activities include, but are not limited to material receiving/storage/preservation, civil/soils/concrete, structural/piping fabrication (welding) and installation, painting/insulation, equipment erection, rotating machinery installation, electrical and instrumentation installation. 
Develops PMT QA procedures in support of the Project Quality Management System (PQMS). 
Reviews and approves site EPC contractors QA/QC Plans and procedures. 
Plans, leads, co-ordinates, and performs QA audits of site construction activities in collaboration with EPC contractor. 
Reviews and approves EPC contractor's/vendor's QA/QC documentation including test/inspection results and QA audit reports. 
Provides technical advice to PMT Engineering, Procurement, and Construction personnel on QA/QC issues. 
Keeps abreast of industry QA/QC developments and implements change to improve efficiency and cost effectiveness of project QA/QC procedures. 
Acts as Subject Matter Expert for construction quality. 
Establishes and supports proactive and collaborative working relationships with EPC contractor. 
Works in close co-operation with site PMT Construction, Field Engineering, and Procurement Managers while maintaining accountability for overall site QA/QC effectiveness. 
Devises work methods from several alternatives in accordance with industry and sound engineering practice. Develops strategies for engaging EPC contractor in collaborative work behaviours while maintaining QA/QC vigilance of contractor's work. 
Work involves considerable evaluative, investigative and analytical thinking.

Interfaces with PMT on resolving related issues that requires effective communication, initiative, flexibility and an ability to induce collaboration. 
Interacts effectively with RG management and external stakeholders, including statutory auditors, shareholder auditors and other entities to discuss project practices and issues.
